The government has approved draft amendments to the law on the Medical Center for Postgraduate Education

The Council of Ministers has adopted a draft law amending the Law on the Medical Center for Postgraduate Education and certain other laws, submitted by the Minister of Health. The draft provides for the establishment of a single postgraduate training unit for all medical professional groups, including nurses and midwives.

Currently, the tasks of postgraduate education in the medical professions are carried out by two entities. The Medical Center for Postgraduate Education is responsible for the organization and implementation of elements of postgraduate education, including doctors, dentists, pharmacists, physiotherapists, laboratory diagnosticians or paramedics. On the other hand, postgraduate education for nurses and midwives is monitored by the Center for Postgraduate Education of Nurses and Midwives.

According to the draft, the tasks previously carried out by the Center for Postgraduate Education of Nurses and Midwives will be transferred to the Medical Center for Postgraduate Education. This is expected to integrate the education units, allowing nurses and midwives easier access to conduct scientific and teaching activities, as well as participate in initiating and jointly conducting scientific research.

Ultimately, it is also planned to standardize the process involved in conducting the National Specialty Examination (PES) for nurses and midwives. This will allow the development of uniform examination criteria for all health professions, including the transfer of tasks related to the organization of the PES to the Center for Medical Examinations from 2026.

The CMKP is to function on principles analogous to those of public academic universities: the current director of the CMKP will become the rector of the CMKP. The new regulations assume that specializations will be allowed to be conducted by training organizers who are accredited by the CMKP rector, which will help ensure the high quality of the specializations conducted.

The grant to CMKP will be able to be used to maintain and develop the center's potential. The purpose of this grant will be expanded to include an additional item - professional development of employees.

The Minister of Health will be able to recognize a specialist title obtained by a nurse or midwife in the United Kingdom of Great Britain and Northern Ireland before January 1, 2021. The title will be equivalent to a specialist title in a specific field of nursing or a field applicable to health care in Poland. The solution will also apply to the possibility of recognizing a nurse or midwife, a specialist title obtained outside the EU.
