Will there be more money to pay for disabled workers?

On July 19, 2022, the Council of Ministers positively considered the application submitted by the Minister of Family and Social Policy for the adoption by the Council of Ministers for further work of the draft amendment to the Act on Vocational and Social Rehabilitation and Employment of Disabled Persons.
As indicated by the website of employees and employers of the Social Dialogue Council, the aim of the bill is to adjust the amount of subsidy transferred from the state budget for the implementation of tasks entrusted to the State Fund for Rehabilitation of Disabled Persons (PFRON).
In the current legal situation, the act provides only the upper limit of the amount of subsidies from the state budget "up to 30% of the funds planned for the implementation of this task for a given year". This leads to a shortage of funds for the implementation of PFRON's statutory tasks. PFRON is created from various sources. Insufficient amount of the budget subsidy to support employment of disabled people leads to limitation of the Fund's activity in other spheres. In particular, PFRON is forced to reduce, for example, funding to support non-governmental organizations working for the rehabilitation of disabled people.
The RDS proposal proposes the amount of subsidy "at least 30% of the funds planned for the implementation of this task for a given year" , in order to stabilize and make the financing of PFRON tasks more realistic.
Taking into account the deadlines resulting from the budget act and the state of work on the draft act and the deadlines resulting from the legislative process, it seems reasonable to assume the entry into force of the amended regulations from January 1, 2023. Possible change of the date of entry into force of the act (from 1 January 2022 to January 1, 2023) will be finalized in the course of inter-ministerial consultations.
